Parks and Recreation Needs Assessment
City of Aberdeen, SD
Project:
  Aberdeen serves as the regional trade center for approximately 100,000 people.  This project involved facilitating a public meeting and several focus groups as well as conducting a statistically valid citizen survey with Leisure Vision/ETC Institute.  A key element of the assessment focused on the possible adaptive re-use of an existing high school for recreation and other community services.  This project created the foundation for future strategic planning efforts.

Recreation Master Plan Update
City of Albany and Dougherty County, GA
Project:
  This Recreation Master Plan Update surveyed the current level of recreation services provided, evaluated what has been completed, surveyed and compared the community against similar providers, provided a gap analysis with recommendations for continued use of the plan or an alternative path, and provided the methodology for evaluation.  Since the 1997 Albany/Dougherty Recreation Master Plan was written, the City has implemented a number of the recommendations.  Many improvements to facilities and parks have been completed and the reorganization of transferring staff, vehicles and equipment from the Public Works Department, thus creating a parks and facilities maintenance division within the Parks and Recreation Department, was finalized.  This project evaluated the current long-range master planning document for the City of Albany and Dougherty County to help guide decisions related to providing parks and recreation opportunities.

Public Spaces Master Plan – “Where the Community Comes Together!”

Project:
  Created a plan that continues to utilize the existing effective public process involving and educating all pertinent stakeholders.  The project established a common definition of parks, recreation, cultural and historic facilities and open space, along with creating a compelling vision, assessing the current inventory of public open space resources, and identifying future needs and protection tools for existing areas.  Project included creating standards that will be used to identify resources and select areas of preservation within future growth areas, and developing recommendations, implementation strategies and action plans which will help achieve these desired outcomes.  Team members included Design Concepts, Geowest, and Lose & Associates.

Project:  Assisted in the development of a municipal master plan for parks and open space.  Performed research and data collection, and assisted with the public process and writing of the Master Plan.

North Jeffco Parks & Recreation District
Arvada, CO
Project:  Developed Strategic and Master Plans for a variety of program specific projects, including a Master Plan for an Environmental Education center in conjunction with the City of Arvada, an open water kayak program for Lake Arbor, and a reorganization of the Outdoor Recreation Division.  The process included conducting a feasibility study of the “Fitness Class Pass” to streamline the fitness providers at multiple facilities.  Conducted pricing studies and master planning for the new $25 million, 180,000 SF multiple-use Apex Center.

Market and Revenue Program Assessment – Private Health Club (Purposefully Anonymous)

Project:
  GreenPlay was hired to help with assessment, preliminary market analysis and program feasibility for the potential purchase of an existing private health club by a private investor.  Tasks included review of prior financial statements, preparation of investment solicitation documents, and recommendations regarding potential profitability of this center as a revenue-driven community fitness and aquatics center.

City of Battle Creek, MI

Project:
  Developed a Parks and Recreation Master Plan that follows the guidelines defined by the Michigan Department of Natural Resources “Community Recreation Plan Guidelines.”  Project components included assisting the city in the design of the community input process of a community survey provided by Leisure Vision/ETC Institute community meeting, development of goals and objectives and formation of a 5-year action plan.

Bend Metropolitan Parks and Recreation District, Bend, OR
Project:
  Conducted an in-depth public process for a rapidly growing and environmentally-aware city in central Oregon.  Performed inventory and analysis of all departmental functions, and created recommendations for funding, operations, maintenance, capital improvements, prioritization and implementation for the next five years.  Tasks included a review of Systems Development Charges and compliance with state Measure 50 regulations.  Project team members included David Evans & Associates – Portland, and Leisure Vision/ETC Institute.

Project:  Performed a public input process, demographic trends analysis, facility inventory and analysis, creation of GIS digital database, benchmarking similar communities, funding alternatives, recreation program inventory and analysis, cost recovery analysis, update goals, policies, and standards, partnership opportunities, organizational development recommendations, and create recommendations for both active and passive use lands as well as recreation facilities for the City located in central Indiana.  Team members included Design Concepts, and Geowest.

Project:  Served as City Liaison for the Valmont City Park Development.  Developed plans for a 132-acre active recreation urban park through innovative funding and partnerships with Private, Non-Profit and Governmental Partners.  Created policy and process to evaluate, review and liaison for prospective partners.  Hired technical and professional team members to successfully conduct planning tasks and develop implementation strategies. 

Sports Facilities Needs Assessment
University of Colorado, Boulder, CO
In conjunction with Design Concepts
Project:  Developed an Outdoor Recreation Sports Facilities Needs Assessment for the University of Colorado.  This project included identifying student needs for outdoor recreation sports facilities through intercept surveys, student meetings, comparison benchmarking with other similar universities, and existing usage data.  The plan addresses renovation of existing facilities as well as the development of new facilities in preparation for a student referendum.

In conjunction with Pressley and Associates
Project:  Brookline, a large urban center adjacent to Boston, includes many large historic and Frederick Olmstead designed parks.  The City needed to reallocate funding for its traditional park structure and include a Capital Improvement Plan with priorities for newer desired programs and facilities.  Team members included Design Concepts and Geowest.

Project:  As a component of a Master/Strategic Plan Update for the City and County of Broomfield, the project coordinated the findings of the Open Space, Parks, Recreation and Trails Master Plan, including: trail connections to the larger Broomfield community, abundant parks, open space and scenic view preservation, a holistic approach to ensure the overall well-being of the community, creation of a community-wide image, and meeting the requirements for the Recreation and Tourism Element of Comprehensive Plans in the State of Colorado.

Project:
  As the Design Consultant, assisted the architectural team with defining the building program validation, public process, design and planning process focusing on management, operations and functionality for a Community Center in Burien, WA, a city near SeaTac Airport with a population of roughly 32,000.  Conducted an extensive public involvement process to test the tenor of the statically valid survey results, needs assessment and gap analysis.  Validated and incorporated the organizational vision, values and goals with the mission for the new Community Center.  Utilized the Pyramid Methodology to establish core services and resource allocations.  Developed the Operational Business Plan with a pro-forma.

Project:
  As a smaller Rocky Mountain community that is growing exponentially, the Town of Carbondale had been creating many smaller project plans but needed an overall comprehensive master plan to guide them through funding and implementation.  GreenPlay worked with Otak, Leisure Vision/ETC Institute, and Geowest to provide a 5-year plan that included a comprehensive public process and needs assessment to help prioritize which proposed projects, growth strategies, and funding mechanisms would be the best long term choices for the agency.

  Created a long range plan that utilizes an effective public process involving all pertinent stakeholders that strategically recommends the desired Level of Service for the rapidly growing City.  The current inventory and Level of Service of the Parks, Recreation, and the Library was ascertained along with the future needs of the community.  The overall operation of the department was analyzed, standards created, renovations and new facility recommendations, along with implementation strategies and action plans for the next 5 to 10 years were developed.  Team members included Design Concepts, Geowest, Barker Rinker Seacat Architecture, Providence, Inc., and Leisure Vision/ETC Institute.

Comprehensive Parks and Recreation Master Plan

Project:  Developed a Parks and Recreation Master Plan for a fast growing county located in Metropolitan Atlanta.  Parks and recreation services are provided by an authority that provides governance over the agency.  The County is shifting from what was predominantly agricultural in the 1990’s to a suburban Atlanta market with upscale retail and residential areas.  Task included an organizational analysis, funding review, resource assessment, and inventory of park locations.   

Colorado Front Range Trail Implementation Plan
Colorado State Parks, CO
Project: 
Actualized the vision of an 850 mile network of trails inter-connecting the diverse Front Range landscapes and communities among which 80% of Colorado’s population resides.  Created a four-year Colorado Front Range Trail Implementation Plan by engaging a multi-interest coalition of stakeholders in a one-year process to establish a framework for identifying construction priorities.  Developed the partnerships, marketing, and financial strategies that will facilitate completion of the Front Range Trail.  Project team included Design Concepts and Geowest.

Red Rock Canyon Open Space Park Master Plan

Project:
  Assisted with public process, needs assessment, operational analysis and funding projections, and design process for a heavily used yet environmentally sensitive large community open space park.  Facilitated decision-making efforts to help determine carrying capacity levels, resource management activities, passive versus active use issues, and potential revenue generating activities for cost recovery.

City of Commerce City, CO
Project:
  Designed surveys for residents of Commerce City and users of facilities and programs to provide a base level of information for future planning efforts.  The primary survey focused on taxpayers and employees of large local employers.  Smaller surveys targeted senior citizens, cultural program users and youth, reaching those populations through programs, events, and the school system.

Athletic Field Master Plan

Project:
  Denver Parks and Recreation sought to establish the extent of use, satisfaction and need of athletic fields for the City and other outdoor athletic sports providers.  GreenPlay conducted an inventory, assessment and evaluation of existing Denver Parks and Recreation athletic fields.  The plan includes field use trends, permitting and fee structures, field management systems, and recommendations for future decision making.  Team members included Design Concepts, HNTB, and Geowest.

Recreation Center Needs Assessment and Service Analysis

Project:
Determined a process for looking at the Neighborhood Needs and Level of Service for all 29 of Denver’s recreation centers.  Utilizing public involvement, interviews with key staff and council members, and GRASP® LOS Analysis of the physical amenities of each recreation center, the level of service provided by each center was determined.  Based on these findings and a conceptual costs analysis, recommendations were established to provide equitable prioritization of capital improvements.  Team members included Design Concepts, Geowest, RRC Associates, and Barker Rinker Seacat Architecture.

Project:
  This needs assessment addresses a 30 year old district serving a community of approximately 1400 households in the Colorado mountains between Vail and Beaver Creek resorts.  The project includes public involvement and goal setting, a demographic analysis, existing conditions inventory and statistically valid user survey in order to determine the best use of existing funding and the necessity for a future funding ballot issue.  Team members included RRC Associates.

  Created a plan that would allow this town north of Denver to grow, yet conserve open space lands, protect valuable natural resources, dedicate parcels from development projects, and manage agency operations.  Team members included Design Concepts, Geowest, and Leisure Vision/ETC Institute.

Project:
The purpose of the project is to update the City of Fort Collin’s 1996 Parks and Recreation Policy Plan.  The update will set the vision, guidelines, and standards for parks, trails, forestry, and recreation for the next ten years.  The Plan will include sections on recreation facilities (parks, trails, recreation centers, etc.), future recreation trends, funding needs, and short range and long range action items.  The plan will be based on an extensive public process to identify the unique needs of the community and result in recommendations that balance these needs with the resources of the City.

  GreenPlay facilitated a community planning process that created a long-range master planning document for the City to help guide decisions related to providing parks, recreation and opens space opportunities.  The planning process provided the City with the opportunity to articulate its vision for these services and provide a framework of action plans for implementation during future years.  The planning process created an innovative Parks and Recreation Comprehensive Master Plan that will provide the City, and ultimately the community residents, with the means to address current and projected trends, pursue finding opportunities, and facilitate excellent and innovative implementation strategies.  Particular to this community was the local park and recreation service provision and its impact on and by the local tourism industry.

:  Assisted the board with refinement of the organization’s mission, developing a short term vision that stabilizes the organization for the next one to two years.  The sessions also created a strategic plan focusing on finances and resource allocation that defines the roles and responsibilities of the staff, board members, executive committee and specialized standing committees to reach the consensus vision.

Project:  Facilitated the public process, budgeting, operational analysis and management decisions for a comprehensive Management Plan.  The project analyzed current budget procedures, revenue generation, fees and charges and recommended improvements to budget performance and increased operation and maintenance costs resulting from renovation and expansion of existing and proposed facilities and programs.  Identified funding mechanisms relative to the final capital program developed from the master plan process.

Cherry Hills Community Church, Highlands Ranch, CO
Project:
  Based on market research we determined the types of athletic fields and field surfaces that will best meet the needs of the Highlands Ranch Community and the greater sports community.  Additionally, we developed an operational pro-forma based on anticipated field rental rates, number of rental hours, anticipated maintenance costs and repair and replacement costs.

Community Services Master Plan and Impact Fee Study
City of La Quinta, CA

Project:
Created a comprehensive Community Services Master Plan that will become an element of the City’s Comprehensive General Plan.  In addition to documenting existing City programs and parks, the plan also addressed community values, growth, future needs, and priorities, creating a clear direction with a set of goals and objectives for staff, advisory and elected officials for the improvement of the City’s park system, open space, golf course, trails, recreation facilities and programs.  A specific focus of the plan was to address the history of the recreational elements of the City having been identified with the La Quinta Resort and Club, the PGA West golf facilities and the annual La Quinta Arts Festival.  The plan addressed the needs of year round residents, second homeowners and tourists.  The planning process included developing a comprehensive inventory, an analysis of forecasted needs, and implementation strategies, along with some innovative and successful methodologies for analysis of current and future level of service along with helping to create consensus on philosophies for resource allocation, revenue generation and cost recovery.  In addition, a comprehensive review of the current Land Dedication and Developer Impact Fees Study was conducted.

  The City, located just south of Portland, needed to assess the potential of developing a recreation center.  The city is older and established and challenged with limited available land.  The Needs Assessment included a statistically valid survey, public meetings, stakeholder interviews, and workshops.

Project:
  Las Cruces is a city experiencing a high level of growth and needed a Master Plan to ensure the future of its parks, recreation and open space.  GreenPlay provided written goals, plans, objectives, and policy statements that articulate a clear vision and a sustainable “road map” and model for the City’s future.  GRASP® Level of Service Analysis, maps, and other data supporting the plan and its presentation to appropriate audiences were provided along with a financial plan and an action plan.  Team members included Design Concepts, Geowest and National Survey Research.

  Recreation in Lake County has experienced numerous transitions, and faced extensive challenges over the years.  This plan provided guiding mechanisms for addressing existing and future community needs, and providing a sustainable recreation agency to meet those needs.

Project:
Developed a Master Plan for the Community Resources Department of this established western suburb of Denver.  The plan provided direction to staff and elected official for the enhancement of the community’s parks, recreation, historical, cultural and environmental programs, services and facilities for the next five to ten years.  Team members included:  Design Concepts, Geowest, and Pinyon Environmental Engineering Resources.

Lisle Park District, Lisle, IL
Project:
The project involved the creation of a Park District Master Plan that includes goals, objectives, forecasted needs, and implementation strategies to help guide decisions related to providing parks, recreation and opens space opportunities.  The Plan provides a planning process and implementation plan for the next 10 years to guide the District’s recreation programming, land acquisition and development, park renovations and improvements, facility enhancements, marketing, fee structures, and use of alternative sources of revenue.  Team members included Design Concepts, Geowest, and Leisure Vision/ETC Institute.

Parks, Trails and Recreation Master Plan
City of Lone Tree, CO

Project:
  Development of a Parks, Trails and Recreation Master Plan including a needs assessment and level of service analysis incorporating the desires of the City of Lone Tree and the abilities of the South Suburban Parks and Recreation District (SSPRD) that services the City.  In light of rapid growth, residents’ expectations and financial considerations, the plan was coordinated with the Lone Tree Recreation Advisory Committee and the City Council, and the South Suburban Parks and Recreation District Board for development and enhancement of the City’s parks system, open space, trails, recreation facilities, recreation programs and services for the short term (2010), the mid term (2015) and the long term (2025).

Project:  Developed an Open Space and Trails Comprehensive Master Plan to include an inventory and strategy for the acquisition and future development of the City’s open space areas and trails system.  Key to this project was the community outreach process that was designed to allow for the investigation of concerns and priorities that existed within the community as they related to the Open Space and Trails Plan.  Team members included Design Concepts, The TSR Group and Greystone Environmental.

  Developed a comprehensive Needs Assessment through the development, administration and analysis of a statistically-valid citizen survey, public meetings and a recreation inventory.  The project evaluated resident program and facility usage, awareness, satisfaction levels and need for the current and build-out population.

Project: Developed a consolidated needs assessment based on previous work and studies, condition analysis of existing facilities and level of current service for identification of unmet needs, market segments, and how the needs relate to citizen involvement process and current building program.  The tasks developed five operational pro-formas for five building concepts for the Manheim Township Commissioners to provide optional recommendations for a Community Library/Recreation/Aquatics Center.

Project: This project included an assessment and long-range strategic plan including current park, facility and program usage, current and potential future park and recreation programs, customer service and marketing efforts, “best practices” for the delivery of park and recreation services and facilities, an assessment of fees and charges, resources analysis for facilities and amenities that support programs, and a framework guiding future decision making.  This strategic plan provides recommendations for future planning and implementation guidelines.

Project:
  Create a Parks and Recreation Master Plan that meets the future needs of the community along with assessing current conditions of the Ski-Hi Facility and assisting the City in determining future uses for the facility.   Prescott Valley saw a need for a guiding plan for parks, recreation and trails, and insight relative to the feasibility of building and operating a community center.  The plan identified citizen needs and desires providing the foundation for developing strategies for improving programs and facilities.  The TSR Group provided spatial information management support.  The Community Center Feasibility Analysis encompassed a detailed market analysis of the community and alternative providers; identification of potential facility components based on programmatic, function and financial goals and objectives; general construction cost estimates; and development of an operational Business Plan.

Project:  Conducted a Recreation Programming Assessment and Work Plan designed to provide a thorough analysis of the pattern of recreation programs offered at all City and County of San Francisco parks and recreation facilities operated by the department.  The project included inventory, analysis, recommendations, costing, and implementation strategies.  A statistically-valid survey was provided by Leisure Vision/ETC Institute. 

Parks Master Plan
City of Sherwood, OR
Project:
Developed a comprehensive Parks Master Plan to replace an existing version previously updated in 2000.  In 1990, Sherwood had a population of only 3,125, the City has boomed to a current population exceeding 14,190.  The master planning process involved a comprehensive review of the existing inventory of land, recreation facilities, and recreation opportunities, development of a mission statement, development of a strategic set of goals, objectives, and actions for the next twenty years, surveying the needs of residents, identifying land for future parks and open space acquisition, preservation, or conservation, development of conceptual designs for parks, provision of a capital improvement schedule, and review existing finance strategies and provide recommendations to fund improvements.  Project team members included Design Concepts, Geowest and Leisure Vision.

Project:
  Conducted a community needs assessment and developed a Plan based on these findings.  The initial phase entailed facilitating community meetings and focus groups; conducting a statistically-valid citizen survey; preparing and analyzing the lifecycle costs of maintaining existing facility; and developing target levels of service for facilities, programs and services.  Phase Two of the project created a six-year capital improvement and implementation plan; developed conceptual plans for several parks; and integrated the Plan with the Shoreline Comprehensive Plan.  The team included David Evans and Associates and Leisure Vision/ETC Institute.

Project: 
Created the District’s first Master Plan for a small community that is facing rapid growth stimulated by development in the vicinity of Denver International Airport.  Lead an internal and external data collection process designed to engage the public through community meetings and a district-wide survey.  The data was synthesized into a comprehensive plan for the District operations, programs and capital improvements, including priorities and a viable funding plan.  The District expects to use the Plan to leverage its resources to attract grants and other external funding sources that will achieve the goals of the Plan.  Team members included Design Concepts and Geowest.

Capital Strategies Study
City of University Place, WA
Project:
  This community-wide outreach effort solicited feedback to assist in developing the City’s capital strategy for the next 6-12 years, in light of a dramatically reduced capital budget, with intent to determine the community’s investment priorities and what level of support (including dollar investment) exists to implement the strategies.  The tasks included public engagement through a 22 member Citizen Task Force, informational and input gathering meetings as well as a statistically valid community survey.  The document analyzes the data collected and integrates it into a consensus based program for all capital needs (parks, recreation, open space, streets, traffic, etc.), including priorities and a viable funding plan.  Team members included ETC Institute, Design Concepts and Geowest.

Project: 
A combined effort of the Town of Vail and the Vail Recreation District resulting in a Parks and Recreation Master Plan that will serve as both a vision and an action plan for implementing this vision, establishing a clear set of goals, policies and objectives and providing direction to Town and District staff, Advisory Boards and Elected Officials for re-development and enhancement of the community’s parks and recreation programs, services and facilities.  The Plan addresses Vail and the surrounding area including year round residents, second homeowners and visitors and will promote a seamless relationship between the Town of Vail and the Vail Recreation District.

CapitalSpace Initiative – Master Plan

Project:  Created a cohesive plan for all public parks, recreation, open space, monuments and cultural facilities for our nation’s capital through working jointly with the National Capital Planning Commission, the National Park Service and the Washington DC Parks and Recreation Department.  GreenPlay and team members from Design Concepts and Geowest were charged primarily with conducting the typologies and standards analysis using the GRASP® Methodology to evaluate holdings and service areas, along with confirming demographics, administrative benchmarking, operations and administrative opportunities, and helping to align and facilitate the partnerships between these three major agencies.

Mid Valley Metropolitan District, Basalt, CO
Project:
  Explore the potential funding vehicles and potential partnership or authority to finance and manage an indoor recreation facility, working with the Mid Valley Metropolitan District, the Crown Mountain Park District and the Town of Basalt.  Solicit citizen opinion through a statistically valid survey as well as stakeholder and public meetings. Evaluate potential sites for the facility.

Aquatics and Child Care Centers Feasibility Study

Project:
  Exploding growth in the Brighton community caused a need to expand its recreational facilities to include a new aquatics center, and the expansion of a child care facility in the existing recreation center.  The project included public process, feasibility analysis, and design recommendation with accompanying budget and revenue forecasts.  Conceptual design provided by OLC Architects.

Community Recreation Center Feasibility Study
Town of Carbondale, CO
In conjunction with M+O+A Architectural Partnership
Project:  Provided recreation operations and management consulting for the Town of Carbondale’s Community Recreation Center design/build project.  Phase I includes a gymnasium with an 84’x50’ high school sized basketball court with divider curtain, suspended track, locker rooms, 450 square foot community/multi-purpose rooms, a small catering kitchen, with lobby, storage and administrative offices for $1.95 million.  Phase II includes a $500,000 grant application for additional cardiovascular/conditioning area, childcare and a community conference room.

Project:
  The goal of the study was to assess and analyze the indoor programmatic and facility needs that would be supported by the citizens of Clive.  The study included a market analysis, an assessment the current available indoor program and facility opportunities, partnership opportunities and citizen support to finance a community center located next to the Clive aquatic center.  The recommended community center amenities, square footage, and the estimated capital costs for the recommended community center were determined.  Team members included RDG Planning & Design.

Project:  Created the Management, Operations, and Program Plans for a new community recreation center including a leisure/lap pool.  The team worked directly with staff, Boards, and the architect to provide public process, component validation, and management consulting.

Independence Township, MI
Project:
  In consideration of a community/senior recreation center, Independence Township commissioned a feasibility study to confirm and validate the building program components, space required, and anticipated capital costs.  The project also included the development of an estimated operational budget based on the building components for start-up through year five, and a community survey to confirm needs.  The team included Leisure Vision/ETC Institute.

Project:
  Conducted a Community Aquatics Center/Recreation Center Feasibility Study for a community of 84,000 people and provided planning and operational pro-forma services for the Parks, Recreation and Community Services Department to develop the vision for services and facilities.  The project included an extensive public involvement process that included a community survey, focus groups, and stakeholder interviews.  Inventoried and evaluated the existing assets, analyzed demographics, trends, site options and current market.  Developed community priorities and concepts, alternative funding and partnership opportunities, estimated project construction costs, created a business plan, and analyzed cost recovery.  The study provided action steps, funding strategies and a project timeline.

Project:  The Business Plan from the previous Feasibility Study was revised to reflect the expanded set of building components under design.  Technical expertise included functionality review of design, program validation, and recommendations for facility design as conceptual documents progress to insure appropriated and adequate program and operations accommodations, additional survey recommendations, updated operational pro-forma and business plan.

County Fairgrounds Feasibility Study

Project:  Conducted a comprehensive public process comprised of workshop sessions, stakeholder surveying and user/citizen intercept surveying.  From this information recommendations were drafted as to the most feasible uses of the former 50-acre site within the boundaries of a mid-sized Front Range Colorado community.  After this preliminary phase was completed, an economic/market analysis was performed to prioritize the recommended uses and the preferred use. 

Aquatic and Recreation Center Feasibility Study
City of Las Cruces, NM
Project:
  The goal of the study was to assess and analyze the indoor programmatic and facility needs that would be supported by the citizens of Las Cruces.  The study included a market analysis, statistically-valid survey, an assessment the current available indoor program and facility opportunities, partnership opportunities and citizen support to finance the operation a community center.  The recommended aquatic and recreation center amenities, square footage, and the estimated capital and operational costs for the recommended facility were determined.  Team members included Steve Newby Architects, Barker Rinker Seacat Architecture, and Leisure Vision/ETC Institute.

Created a Sport Facilities Feasibility Study with recommendations, implementation and action plan for the City of Lawrence, Douglas County, School District #497, and the Lawrence Chamber of Commerce.  The project included community process facilitation, a statistically-valid survey; a demographic and trends analysis and projections; comprehensive inventory and assessment of existing recreation and sports facilities that included other public and private providers; current park and recreation sports programs analysis; capacity analysis; an analysis of the existing budget procedures, resources, capital improvement plans, cost recovery, and traditional and alternative funding.  Team members included Treanor Architects, LandPlan Engineering, and Leisure Vision/ETC Institute.

Project: 
Created a Sport Facilities Framework Plan Recommendations, Implementation and Action Plan for the communities of Moorhead MN, Dilworth, MN, Fargo ND, West Fargo ND, four school districts, and the local YMCA.  The project included community process facilitation, a statistically-valid survey; a demographic and trends analysis and projections; comprehensive inventory and assessment of existing recreation and sports facilities that included other public and private providers located in the four city area; current park and recreation programs analysis, services and organizational structures; an analysis of the existing budget procedures, resources, capital improvement plans, cost recovery, traditional and alternative funding, and pricing methodology.  Additionally, GreenPlay integrated all other previous planning work into the Metropolitan Sports Facilities Framework Plan.  Team members included Geowest, Design Concepts, and Leisure Vision/ETC Institute.

Multi-Generational Recreation Center Confirmation, Business and Management Planning

Project: Through a Services Priorities Workshop, identified the core services for the new multi-generational facility to confirm the building program.  Provided an analysis of survey data and identified gaps in service for the center to include a wellness vision.  Based on the finalized building program, created minimal and optimal operational pro-formas for phasing options.  Developed a final hybrid version pro-forma and a final business plan.

Project:  Created the management, operations, plan, and program plans for an expansion of an existing community recreation center including an operational budget with additional expenses and revenues identifies for the expanded facility.  The team worked directly with staff, Boards, and the architect to provide public process, workshop, design charrette, component validation, and management consulting.

Project:
  The City, located just north of Denver, was considering the development of a large multi-generational recreation venue that might include ice, indoor leisure pool, competition lap pool, indoor turf facility, fitness, and other amenities.  The City needed a tight 45-day turnaround on preliminary costs, program elements, and proposed fees.  GreenPlay provided a pro-forma and a proposed building schedule with programming opportunities.

Project:
The City of Palm Desert, CA was interested in taking on the responsibility for full service parks and recreation operations, either as a department of the City or as a district.  The City has responsibility for parks operations and the owner of all recreation facilities with the exception of a nine-hole golf course, and the Coachella Valley Recreation and Park District is the provider of recreation services.  This project included the development of a pro-forma business plan, by adding the recreation element to the existing information regarding park services, addressing both start-up and ongoing operations and taking into account anticipated capital development.

Project:
  Performed programming analysis and recommendations, prepared an operational structure including program and building use plan, prepared an operating budget and pro-forma.  Developed best management practices including pricing and cost recovery analysis using the Pricing Pyramid methodology, developed field use, sponsorship and partnership policies, researched grants and alternative funding opportunities and plans, and identified programming trends.

White Riverside Park, Trail, Whitewater Park, and Heritage/Visitors Center Feasibility Study and Concept Plan

Project:
  This project was conducted to fulfill a GOCO planning grant, and to help promote tourism and positive economic impact for a smaller western Colorado town heavily reliant upon the natural resource oil and natural gas extraction industries.  The project created plans for a whitewater and community park on the White River, a regional Heritage and Visitors center, and connecting trails to the region’s natural resource amenities.  Team members included Hydraulic Design Group, Design Concepts, and Geowest.

Indoor Athletic Facility Business Plan

Project:
  Working with a private organization, GreenPlay developed a Business Plan for an indoor athletic facility that would serve the community as well as provide leagues and tournaments for the Denver metropolitan area.  Key tasks included identifying possible target markets, and conducting a market and industry analysis.  Utilizing the market information, GreenPlay developed marketing and operations plans; identified long-term development options as well as an exit plan; and developed a detailed operating budget including revenue and expenditure forecasts for various athletic programs, leagues and tournaments as well as off-school camp programs.

  Conducted a review of an existing recreation center pro-forma and other supporting materials, and review of information provided in previous efforts regarding engagement of the public, project team, and stakeholders.  Determined activity space and/or facility packages needed and desired, and willingness to pay, in an effort to create successful ballot language for a November 2007 election.  Worked as a project team member to examine scope of capital projects, host public community meetings, and design a community survey.  Prepared operations and maintenance costs, recommended fees structure and provided an understanding of cost recovery potential and subsidies anticipated for several concept variations for an indoor recreation center facility.

Created generalized but specifically applicable templates for the Business Plans for all of the major Metro Parks Tacoma Divisions.  Aligned the different Divisional Plans in terms of outline, format, desired level of detail, consistency in presentation, and understanding among staff who are preparing the plans regarding what is desired, expected, and the appropriate methods for completion.  The creation of Business Plans are important for allowing agencies to articulate and communicate future plans for funding, operations, marketing, goals and objectives, and performance measurements.  Conducted training to specific divisions on business planning methodology.

Project:
To assist the Bend Metro Parks and Recreation District discover and articulate it’s pricing and cost recovery philosophy and polices by evaluating its current situation in regard to how tax subsidy is currently invested.  The resulting articulation provides a framework for staff to work within for setting fees annually and defend or explain its pricing structure to citizens and user groups.

Project:
  Formulated and implemented a comprehensive marketing strategy for a firm that supplies construction management and general contracting services to parks, recreation and open space agencies in Colorado.  The project also created identity and marketing materials, presentations, electronic newsletters, and media kits.

Parks & Recreation Comprehensive Fundraising Feasibility Study
City of Mesa, AZ
Project:  Completed a Comprehensive Fundraising Feasibility Study that included naming rights and other sponsorships valuations, capital campaign projections, and food and merchandise concession strategies.  The project also developed sponsorship and capital campaign strategies, coordination plans and a corporate fund-raising database for Mesa's world-class indoor aquatic center.

Indoor Inline Arena Management, Operations, and Planning
The Breakaway Center, Westminster, CO
Project:  Created the Marketing, Sponsorship, Management, Operations, and Program Plans for a new, public, indoor inline skating facility.  Provided sponsorship procurement services for the entire facility, and acted as liaison with the City of Westminster and Hyland Hills Park & Recreation District to create cooperative agreements.

Park Land Dedication and Impact Fee Costing Study
Town of Windsor, CO
Project: 
The 2003 Master Plan effort highlighted that existing financial resources were falling short of meeting the increased service demand for parks as a result of new growth and development.  The premise of this study was that developers are responsible for providing a fully constructed neighborhood park or cash-in-lieu.  Project involved determination of park development cost figures for basic park service in order to calculate cash-in-lieu of dedication using City provided assumptions for land cost and utilities, meeting with the development community, and assisting with the development of the five year capital improvement program for parks.  Project Team included Design Concepts.

Development of Comprehensive Pricing Policy and Cost Recovery Philosophy
Arizona State Parks
Project:
  In light of a dramatic reduction in funding, developed a Comprehensive Pricing Policy and Cost Recovery Philosophy for all state parks operations, facilities, programs and services.  The tasks included developing a program to increase cost recovery to achieve legislative goals, and implement strategies for fair and equitable fee structures and pricing.

Senior Center Agreement Facilitation
Bend Metro Park and Recreation District, Bend, OR
Project:
  Facilitated meetings and agreement creation between Bend Metro Park and Recreation District and a non-profit group, United Senior Citizens of Bend.  After several years of joint financial contributions, differing opinions on ownership, and a relationship that was not at its best, it was necessary to have a knowledgeable and objective third party facilitate issues identification and clarifications to create an agreement that was accepted by both parties to avoid potential litigation.

Aquatic Program and Facility Review
Bismarck Parks and Recreation District, Bismarck, ND
Project:
  The District needed to review its current service level and determine how to meet the needs of its current and future citizens.  GreenPlay completed a comprehensive study that included consideration of Bismarck demographics and population projections, citizen input, staff and board input, stakeholder input; other public and private providers of aquatic services in and around the Bismarck area, aquatic trends; determination of potential service areas for various facilities; and the feasibility of renovations and/or new aquatic facilities.

Consortium for Older Adult Wellness

Project:
  The purpose of the COAW Strategic Business Plan is to increase the service capacity and better enable fulfillment of the mission and implementation of services of the Consortium for Older Adult Wellness (COAW).  This plan will bring together nonprofit management strategies, research, an organizational assessment, marketing analysis, and operational analysis to create a comprehensive needs assessment in order to produce recommendations and implementation strategies to fulfill this goal.

Cost Benefit Analysis for Recreation Services and Programs

Project: 
To assist the City of Denver in discovering and articulating it’s pricing and cost recovery philosophy and polices to create a defensible pricing structure that reflects the needs of the community.  This project employed a “train the trainer” approach in order to reach the large staff and other stakeholders.  Based on an evaluation of its current situation in regard to how tax subsidy is currently invested and its pricing history, GreenPlay led the trainers and full staff through a series of workshops supplemented by other meetings with various stakeholders.  The resulting articulation provides a framework for staff to work within for setting fees annually and defend or explain its pricing structure to its governing body, citizens and user groups.

Parks and Recreation History Project
City of Denver, CO
Project:
This project completed a comprehensive report on the history of Denver Parks and Recreation.  The report included past research and historical documentation of the Department’s parks, mountain parks, facilities, athletic fields, recreation centers, and trails.  This information will be supplemented with information on historical influences and changes to Denver’s demographics, political influences, available historical photographs and maps, parks and recreation trends, and available technical information on parks, recreation, and trails facilities.  Furthermore, this document will provide a summary of Denver’s current major capital improvement planning and projects, with input from identified key staff and stakeholders.  This report becomes a stand-alone documentation of the history of the Department, and can be utilized for other applicable future planning efforts.

  GreenPlay developed recommendations for change and creating a foundation of continuous improvement based on several tools and methods that included review of existing data, interviews, and community outreach.  The team identified strengths, weaknesses and opportunities for programs and facilities, identified citizen users and non-users; desires and needs, determined current satisfaction with programs, facilities, customer service, and fee structure, determined primary means of learning about the Department, registering for programs, and interacting with the Department, and identified perceptions of the Department and the benefits of parks and recreation.  The team included Leisure Vision/ETC Institute.

With an understanding of the background and existing pricing philosophy at work in the District, this retreat allowed for the presentation of materials on developing a Pricing Philosophy to the District Board of Directors and staff, and facilitation of a discussion that helps provide an understanding of a defensible and equitable pricing philosophy and policy.

:  Largo Parks, Recreation and Arts has significantly improved its planning processes for the Department and implemented business plans for each division.  GreenPlay was asked to lead this annual retreat and train staff on implementation of the Pyramid Methodology for resource allocation, cost recovery and pricing, along with review of practices for setting benchmarks, performance measures, goals and objectives.

  Conducted a workshop to identify and implement a pricing philosophy to guide the efforts of the Parks & Recreation District employees.  Employees gained an understanding of the importance of a well articulated philosophy for a coordinated effort with the Board, staff, and the public.  Employees were empowered to implement pricing and policies based on a well founded pricing philosophy.

Project:
  Conducted research for a private development firm desiring to work with local municipalities in order to determine the best possible provision of park and recreation services in a newly developing area.  The process involved the research of intentions and desires of nearby municipalities with likely future annexation plans, development of assumptions, research of recreation facility activity and plans in the potential service area surrounding the project, plus the development of optional alternatives.

Analysis of Creation of a Special District
Town of Lochbuie, CO

Project:  As a fast growing community north of the Denver metro area, the small town of Lochbuie needed to evaluate ways to meet their citizen’s parks and recreation goals.  The process included financial, geographic, and organizational assessments to determine if a Special District was viable. 

Implementation Research for Parks, Trails & Open Space Master Plan

Project:  Lochbuie is a small agricultural town dealing with impending growth at its edges.  This project involved researching options for a structure to operate and manage over the long-term the system of parks, trails, and open space recommended in the Master Plan process.  Goals were identified and findings of the Master Plan were developed and analyzed including operation by the Town through several types of special districts and homeowners associations. 

Pricing and Cost Recovery Workshops
Montrose Parks and Recreation District, Montrose, CO
Project:
Assist the Montrose Parks and Recreation District in developing and articulating its pricing and cost recovery philosophy and polices by engaging all staff levels in workshops to categorize its current offerings of programs and services into a benefits based pyramid model.  The results will provide a framework for staff to work within for setting fees and to defend or explain its pricing structure to citizens and user groups.

National Recreation and Park Association – National Football League and USA Football Community Football Fields Assessment (National Project)
Project:
  Created a nationwide database and inventory of all football fields utilized by public agencies for youth football programs, including locations, programming, ownership and program management leaders as part of a grant funded project from NRPA Partners - the National Football League and USA Football.  The information was incorporated into a GRASP® analysis dynamic digital dataset for creation of perspectives, graphics, decision-making, closer examination and prioritization of five “magnet” center regions around the U.S.  The project was designed as a pilot project for utilizing GRASP® as the preferred inventory and Level-of-Service methodology for NRPA’s future needs and research regarding parks and recreation components around the nation.  Team members include Design Concepts, Geowest and RRC Associates.

Parks & Recreation Organizational Review and Long Term Strategy
City of Northville and Charter Township of Northville, MI
Project:
  Conducted an Organizational Review and Long Term Strategy for the shared services provided by both the City and Township governments serving the Northville community.  The approach was based on a strategic planning model and included focus groups and stakeholder interviews, a community survey provided by Leisure Vision/ETC Institute resulting in recommendations to clarify roles and responsibilities and a Parks and Recreation Operating Model designed to efficiently and effectively serve the community.

Trends Analysis for a Parks and Recreation Master Plan

Project:  Analyzed short and long-term trends in park and recreation use and priorities based on an extensive review of secondary research sources and existing benchmark materials.  The study included impact of demographic changes, lifestyle and employment practices, complimentary recreation providers, medical advancements, etc., to inform the strategic thinking processes for the Parks and Recreation Master Plan. 

 Management, Operations Planning
City of Peoria, AZ
Project:
  Assisted the Department of Community Services and determined potential revenue generation and projected expenditures for a new 52 acre park.  The process analyzed the need for additional staff positions, facility rental costs, marketing partners and contractual services such as landscape, equipment and restroom maintenance in order to create a balance between revenues and expenditures.

Project:
  Assisted the Park District in developing a Pricing Philosophy and Cost Recovery Policy to ensure that current services are priced fairly and to provide Board guidance in establishing prices for all services, both new and existing.  Determined how well aligned its current pricing practices are with the Philosophy, and established methods for properly aligning current and future services.  In addition, the creation of this Pricing Philosophy and Cost Recovery Policy will help the Park District meet established goals for future cost recovery levels and budgeting.

Study of Parks and Recreation Services
South Suburban Parks & Recreation District, Arapahoe County and City of Centennial, CO
Project:
  Provided an inventory of service providers, amenities, needs assessment, population estimates, financial analysis, and service analysis of special and metro districts and other park and recreation service providers in a prescribed study area.  Project included mapping, public process, and level of service analysis, documentation, recommendation for future service needs, and identification of service model options.  Team members included Design Concepts and Geowest.

Project:
Greenplay staff provided expert witness testimony for this Special District facing legal challenges related to potential exclusion of service areas.  Testimony included demographic profile assessment, service provision capabilities, level of service analysis, and financial impact analysis.
