About Us
GreenPlay, LLC operates as a consortium of experts, acting as a management tool for agencies by organizing consultant teams that are responsive and understand the needs of administrators and their communities to provide services for park, recreation, open space and related agencies.
GreenPlay was established in Broomfield, Colorado in 1999, when Teresa Penbrooke, an experienced public parks and recreation professional, identified certain needs in the industry that were not being fully satisfied. She noticed that although many consultants serviced this industry, most focused primarily on narrow niches and specific services. This reality forced organizations to troll the landscape for a myriad of firms to complete separate tasks as well as to take on the burden of organizing these specialists into one cohesive team. In 2002, Chris Dropinski became a partner in the firm and now performs as Senior Principal and handles lead office administration.

Teresa Penbrooke, CPRP, CEO & Founding Managing Member
Teresa brings substantial career experience and planning expertise to projects for large and small communities on a national level. She founded GreenPlay in 1999, and has been integral in the research, quality, recommendations, and implementation of the innovations that GreenPlay contributes to the field. In addition to leading projects and the firm, Teresa teaches and researches best practices in agency administration and planning at national and state conferences, associations, universities, and for individual agencies. Teresa is on the Board of Regents and is the curriculum chair for the Reitz Marketing and Revenue School Planning and Management Institute. She is also an Official Visitor for the Commission on Accreditation for Parks and Recreation Agencies (CAPRA). For your project, she will be responsible for team development, integration, contracting, and quality control. Teresa will work with your team to assist with project oversight, process management, stakeholder involvement and consensus building, administration and facility-planning expertise, alternative funding opportunities, and review of deliverables. Teresa’s goal for your organization is to ensure that all information is valid and useful from an operational and administrative standpoint.

Chris Dropinski, CPRP, Senior Principal & Managing Member
Chris Dropinski has over 30 years of experience in the public parks, recreation, and open space industry, currently as a management consultant. She served as the Director for the City of Boulder Parks, Recreation, and Mountain Parks Department from 1990 – 2001 where she was responsible for the leadership and operation of the Department. Over her career Chris has focused on large and small-scale management, strategic, and master plans; and facility development and funding. This experience includes open space and park planning; public process facilitation; Board/Council relations; analysis of organizational needs; public and alternative funding, and policy research and development. Chris brings extensive expertise in managing a parks, recreation, and open space agency within a sustainable and controlled-growth environment. Chris is a Fellow of the prestigious American Academy for Park and Recreation Administration and currently serves as Chair of the Rocky Mountain Revenue Management School. Chris has been speaking at various state, regional and national associations, training seminars, agencies, and conferences for almost three decades. Topics vary widely, and include master and strategic planning, pricing philosophies, and facility development for parks, open space, recreation facilities and related programs and organizations.

Pat O'Toole, Principal
Pat brings over twenty-five years of management planning for parks and recreation agencies and has been leading projects for GreenPlay since 2003. Prior to joining GreenPlay, Pat was President of OATS LLC, a private consulting firm. Before that he worked for many years as a Principal for Leon Younger and PROS, and previously was a director and assistant director for several agencies in four different states. Pat has extensive expertise in budgeting, operational pro-formas, cost recovery and activity-based costing, efficiencies, public process, and all other facets of leading agencies. He is skilled at leading forward focused projects and teams, specifically related to creating vision and implementation.

Karon Badalamenti, CPRP, Principal
Karon is a Certified Parks and Recreation Professional who brings years of experience in special district and municipal government management to her consulting clients. Karon specializes in government and public sector planning, marketing, operations management, maintenance and construction plan analysis, board development and project management. Karon focuses on visioning and comprehensive strategic planning to ensure that clients receive a functional and implementable plan and that meets their objectives. She excels at program and needs assessment, market analysis and strategies, revenue planning and cost recovery, preventative and predictive maintenance analysis, facility management and operational planning. Karon can effectively bridge the gap between the Client’s needs and "Designer/Contractor speak" while understanding design, plans, and specifications for functionality. Her emphasis on maintaining a forward focus ties your vision to action through careful analysis and experience. Karon speaks and trains professionals nationally regarding the master planning process, alternative funding, and cost recovery among other topics.

John Barnholt, Senior Project Consultant
John assists with the demographics, trends analysis, and writing of documents. John has over 20 years experience in private business management with a focus on human resources management, cost analysis, fiscal planning and manpower/capacity planning. John has a Bachelor of Arts Degree in Leisure Services Management from Metropolitan State College in Denver, Colorado. John also brings two years of recreation administration and four years of parks and recreation consulting experience. He has been working with GreenPlay since 2001 and often completes the needs assessment, inventories, public process, and trends analysis for our projects, along with other specialties.

Anne Miller, AICP, Senior Project Consultant
Anne has 20 years of experience in parks and recreation and community development, including nine years of project management experience with the Chicago Park District leading organization and staff development and park planning and design projects. Her strengths are group facilitation and community process, project management, planning, research and organizational development. Anne has a Master of Urban Planning and Policy degree from the University of Illinois at Chicago and is a member of the American Institute of Certified Planners.

Stacy Turner, Project Consultant
Stacy has over 20 years of experience in public parks and recreation administration and planning, having worked with the communities of Blue Ash, OH, Carlsbad, CA, and the City of Lakewood, CO. Stacy received her Bachelor’s Degree of Arts in Recreation Administration from San Diego State University. Her diverse experience includes program and resource development, project and operational management, research, and public relations. Stacy also brings strong skills in creative funding, collaborative programming and needs assessment.

Cindy Heath, CPRP, Project Consultant
Cindy is a Certified Park & Recreation Professional with over 30 years of experience in public parks and recreation programming and administration, non-profit board leadership, facility, parks and trails planning, grant writing, and community partnerships. Her areas of expertise include community consensus building, partnership development, designing community connectivity through trails, eco-tourism and adventure travel, sustainability initiatives, and public art programs.
